Why are both row and column needed?
The row identifies the paragraph concerned; the column identifies the relationship of that cell to it. In Draft C, the same act of reading must retain which paragraph is named and whether the cell proposes content or records an exclusion. A caption then limits the whole reading to the fictional draft.
Does a cell saying “Booking instructions” promise booking support?
Not in the supplied example. Its column says “Outside this draft” and its row says “Process explanation.” The correct reading preserves that exclusion for Draft C only. It does not prove that a business cannot accept bookings or that a booking system has been tested.
What if a header is missing from the real excerpt?
Keep that meaning unresolved and request the relevant row, column or caption. Do not infer an inclusion or exclusion from the isolated phrase or its visual position. If the source has a more complex structure, its actual relationships need a separate bounded review rather than assuming this simple two-axis example applies.
